Abstract

With the state’s continuous interest in building new housing projects, the rapid increase in population numbers, and the rise in energy prices; The sustainability of housing projects becomes a necessity, not a luxury. Sustainable housing projects are characterized by low energy consumption during the operation phase, and the provision of more quality and comfortable housing units, compared to conventional housing. It has been found through the literature that its implementation requires a higher initial cost than the conventional one.
It was also found that the high initial cost and poor planning for its management are the main barriers to its implementation. The development of the economic study of these projects, in order to control the specified budget and expected challenges, has become necessary. It helps to improve the economic performance of sustainable housing projects. In addition to achieving the sustainability of sustainable housing in Egypt, according to the goals of Egypt’s Vision 2030.
The economic feasibility study is one of the most important studies related to this field, as It assists decision makers and increases developers’ confidence in building sustainable housing projects. This is done through the procedures of economic feasibility studies, which allow analyzes of design, costs, savings, market, and challenges. This helps to discover the positive and negative influences on economic performance, which facilitates decision-making, problem-solving, and enhancing the economic feasibility of sustainable housing projects in Egypt.
In order to achieve the objective of the thesis, a set of literature, studies, and published research related to thesis issues were reviewed about design criteria for sustainable housing projects approved by LEED, methods and methods of economic feasibility studies, and exploring the positive effects, as well as the challenges affecting the economic feasibility of these projects.
The thesis included an analysis of 4 foreign sustainable housing projects, and an analysis of another sustainable housing project in Egypt; To compare and explore the positive and negative influences between foreign countries and Egypt, and to draw lessons learned from their experiences and ideas in managing these projects in Egypt. The benefits of applying economic appraisal to all stakeholders were highlighted, initial appraisal criteria updated, according to findings from the literature review. This is in order to form a comprehensive vision for the development of sustainable housing projects in Egypt, and to propose an appropriate framework.
Personal interviews were conducted with the decision makers, who are: the design and management managers of the developer and owner of the project in Egypt. With the aim of identifying the status of the economic project, and then suggesting an improved version of a framework that includes appropriate evaluation criteria.
Personal interviews were conducted with experts preparing feasibility studies for construction projects in Egypt. This is done with the aim of developing the proposed framework, and ensuring that it addresses relevant issues. The framework was applied to a case study in Egypt to valid it.
Finally, the research proposes a framework that helps in the process of evaluating the economic feasibility, at the stage of designing sustainable housing projects in Egypt, which raises the level of certainty and understanding among decision makers, and improves economic performance. This leads to enhancing the economic feasibility of sustainable housing projects in Egypt. This is done by controlling its initial cost and mitigating its challenges, which leads to attracting investment to it and achieving sustainable housing. In addition, the framework presented several factors that could facilitate the process of evaluating the economic feasibility of sustainable housing projects.
