This study evaluates the impact of unilateral and multilateral sanctions on Iran’s negotiating positions towards its nuclear programme crisis during the period from June 2003 to January 2016. Using coercive diplomacy and international sanctions as theoretical and conceptual frameworks, this study adopts a qualitative approach to analyze the goals and assess the effectiveness of unilateral and multilateral international sanctions imposed on Iran during the period from June 2003 to January 2016. In addition, this study uses a comparative approach to investigate the impact of sanctions on the negotiating parties’ positions towards Iran’s nuclear crisis. The study reached a number of theoretical conclusions related to evaluating the effectiveness of international sanctions. The study shows that the neo-realist theory arguments and assumptions have been reflected in the negotiating parties’ views and perceptions of Iran’s nuclear programme crisis and the possible ways to settle it. These perceptions were developed based on the way Iran and the E3/EU+3 members view themselves and other negotiating parties. The relevant theory of coercive diplomacy has also outlined the different goals, forms, variables, and challenges of employing coercive measures against Iran. In addition, the theoretical frameworks of international sanctions and negotiations have been reflected in analyzing their effectiveness in changing the positions of the negotiating parties by comparing the impact of such punitive measures on both Iran and the E3/EU+3 members.
