In recent years, the world’s trend has become towards a policy of urban development and the establishment of new cities and urban communities on modern planning principles. This trend has attracted the attention of researchers, from many scientific branches, most notably sociologists, the importance of the current study is to identify, On the nature of the new communities in Egypt and their goals, shedding light on the obstacles facing new cities in achieving those goals, and identifying the role of urban administration in achieving the new city for its target. Here the main problem of the study appears, which is: the inability of urban planning policies for new communities. In Egypt, to achieve its desired goals and attract residents, investors and businessmen to it, in an effort to achieve those communities’ desired role in the sustainable development process, and to bridge the gap between planning for new communities and the current reality.The current study seeks to achieve several goals, and its main goal is to study one of the new communities, and learn about its nature, goals, and role in achieving sustainable development. Several questions are identified for the study, perhaps the most important of which is: To what extent was the new city able to contribute to achieving the goals of the sustainable development process? The study dealt with two basic concepts: the concept of new societies, and the concept of sustainable development. The study also used the theory of sustainable development and the structural-functional theory. The study used the descriptive and analytical approach, by combining description and interpretation, and between quantity and quality. The study used many tools for collecting Data, between analysis and statistics, and the application of a paper and electronic questionnaire, to measure the factors of attraction and expulsion from new cities. As for the research audience, it is limited to a random sample, numbering (366) respondents from residents and workers in the city of New Damietta.The study reached many results, perhaps the most important of which are:• New Damietta is an attractive city for residents, and the most important reasons for moving there are: the availability of good job opportunities, then the high prices of private apartments, pollution, noise, and crowding in other cities (repulsive factors), or accompanying the husband or head of the family, or because of enjoying the good climate. And the beach, and the search for security and safety, where calm, cleanliness and order are available in the city streets, in addition to the spread of green spaces.• New Damietta has many industries, such as: furniture (International Furniture City), leather industries, dairy products, ... and others.• Education and health, in New Damietta City, appear to be at a very good level. Facilities and services are available in high quality in the city, and are appropriate to the needs of residents. The city is largely safe. The city’s environmental pollution rate is low. The technology is used in the majority of institutions, government departments, small industries and workshops spread throughout the city, and the quality of its products competes with large factories.• New Damietta enjoys hotel services. It has large commercial markets. The city has a tourist village. There is a project to establish an airport in New Damietta. In addition to a new investment project for workers abroad, entitled: {Beit Watan}. Finally, New Damietta City, an integrated, residential, industrial, investment, commercial, and tourism city, and self-sufficient.• Many of the goals of the New Societies policies have been achieved in Egypt in recent years, and by calculating the significance test X2, regarding the existence of a significant relationship between the educational level of the respondents, and the respondents’ opinion on the extent to which the goals of the New Societies have been achieved. It was found that the educational level of the respondents had a positive impact on their opinion, meaning that: the higher the educational level; The trend towards achieving the goals of new cities increased with it.• The most important factors attracting new cities are: the availability of government and private job opportunities, the presence of healthy housing and division of buildings, wide streets and green spaces, the availability and quality of services and facilities, ease of transportation and paved roads, low population density, the availability of tranquility, security and safety, and the availability of various goods and markets. Cleanliness and low pollution rates, the presence of various educational institutions (schools and universities), the availability of medical and therapeutic institutions of all kinds, the presence of some family or friends, the availability of branches of important government institutions, the availability of various energy sources, the availability of privacy, and the availability of a climate that encourages work and investment, climate Moderate and the presence of the sea or beach (especially for coastal cities)• There is a significant correlation between the presence of family and relatives of the respondents in the city of New Damietta, and that it is an attractive city for the population, which means that the presence of family and relatives of the respondents in the city has an impact on the opinion of the respondents, and the extent of their attraction to the new cities. There is also a significant correlation between the low unemployment rates in the city of New Damietta and the fact that the city of New Damietta is attractive to residents. Which raises the value and importance of work and its important role for humans.• There is a significant correlation between the level of educational services in the city of New Damietta and the fact that it is an attractive city for the population. This means that satisfaction with the level of educational services, in the city of New Damietta, has an impact on the opinion of the respondents, and the extent of their attraction to the new cities. Which increases the value and importance of educational services, and their role in attracting residents to new cities.• There is a significant correlation between the level of medical and therapeutic services in the city of New Damietta, and the fact that the city of New Damietta is attractive to the population. This means that satisfaction with the level of medical services in the city of New Damietta has an impact on the opinion of the respondents, and the extent of their attraction to the new cities. Which increases the value and value of medical and therapeutic services, and their role in attracting residents to new cities.• Finally, there is a significant correlation between the availability of security and safety in the city of New Damietta, and the fact that the city of New Damietta is attractive to residents, which means that the availability of security and safety in the city of New Damietta has a positive impact on the opinion of the respondents, and the extent of their attraction to the new cities. Which demonstrates the value of security and safety factors in attracting residents to new cities.
