This research aimed to develop reading fluency skills among learners of Arabic as non-native speakers at the intermediate level using a program based on orthographic depth. This required a theoretical study of what was reported in previous relevant research, studies and literature, and arriving at a list of appropriate reading fluency skills and measuring them with a fluency test for language learners. Arabic for non-native speakers was applied before and after implementing the research program, and the results were processed statistically. Also, a list of reading fluency skills was reached and measured by testing the reading fluency skills of non-native Arabic language learners. It was applied before and after applying the research program, and the results were processed statistically. Then the researcher selected the research group of non-native speakers of the Arabic language, one group (pre- and post-measurement). The researcher applied the reading fluency skills test to the research group pre-test, then applied the program based on orthographic depth; To develop reading fluency skills among non-native Arabic language learners; According to the teacher’s guide prepared by the researcher to teach the program, then the reading fluency skills test was applied to the same group afterward, and statistical treatment of the scores of the two measurements (pre-post) was conducted, and a number of results were reached, the most important of which are: proving the effectiveness of the program based on orthographic depth in developing skills.
