Abstract

Change orders are one of the main problems facing projects during construction implementation phase, they have bad effects on cost and time. The problem is that 80% of the claims in Egypt are due to change orders issued during implementation phase that lead to disputes. Accordingly, this research aims to develop strategy to control the size of change orders and site request in Egypt during the implementation phase of government projects under national contracts by entrusting the management of change in the contract and clarifying how to manage the dispute clearly to ensure the progress of work and non-stop. To achieve this aim, a research methodology is designed. Firstly, Assessment of a problem through Literature review that discussed the factors causing variation orders and how to manage its impact. Secondly, a questionnaire is designed to determine the methods used to manage change orders. Data analysis revealed that disputes up to 60% of the cases, and burden the contractor up to 88% of the risk. The results of the study prompted the suggestion of a strategy to reduce the size of change orders and site requests during the implementation phase of government projects in Egypt to minimize disputes, between parties of the contract.
