”The problem of the study is that the Egyptian public budget has witnessed an increase in structural imbalances in the budget. This is in addition to the imbalances in the financial results, which witnessed a sharp increase in the deficit rates, as well as growing future challenges in the form of a sharp rise in debt and its interest. Thus, the fiscal policy witnessed a bias in the continuous increase in spending accompanied by slow growth in revenues. On the other hand, this occurs due to the increase in spending channels from year to year without achieving the intended goals, by relying on the gradual budget approach in allocating public resources and preparing the Egyptian general budget. In this context, the study sought to answer the following two main questions: What is the sound method for the process of preparing the public budget? What is the proposed future vision for facing the financial imbalances of the state’s general budget and the challenges of preparing it in order to promote economic growth? Purpose of the Study The study present a proposed vision for improving the performance of the Egyptian public budget in line with modern international trends, and thus presenting the general budget for the Parliament in its best form.
With regard to the results and recommendations of the study, the elected representatives of the people should realize the importance of enhancing their participation in the general budget, and the impact of their participation on the financial policies proposed by the executive authority. Therefore, the channels that help the legislature carry out its role should be strengthened, starting with the adoption of a performance budget, the form of data and performance reports submitted by the executive authority, and the timing of their submission in a timely manner. As for the executive branch, a sound legal framework for the public budget, as well as the improvement of the rules and procedures that govern the formulation, approval, and implementation of the government budget.
