The development of e-government in developing countries faces multiple challenges, including the limited coordination between various projects and difficulties of interoperability. Enterprise Architecture (EA) has been considered as an efficient approach to support the implementation of e-government, and to serve as an umbrella for explaining the relationships between various projects, reducing complexity and achieving a higher level of integration. Consequently, interest in EA in the public sector is receiving increasing attention; however governments of developing countries are still struggling with EA adoption and face many challenges. In this thesis, we first explored all the challenges and issues affecting the establishment and the development of government enterprise architecture using systematic literature review to help the e-government practitioners to avoid them in their EA programs, then we proposed a framework for enterprise architecture in the e-government context based on selected design requirements derived from academic perspective and professional perspective using case studies in Egypt and Syria, the proposed framework covers the life cycle of enterprise architecture and presents the needed processes for every stage (planning ,development and operation). Finally we evaluate the proposed framework and present a readiness assessment for enterprise architecture within the two countries
