Abstract

E-government is always perceived as a mean to improve public administration performance and services, as well as a mean for better governance and access to political and social rights. This work focuses on the assessment of e-government initiatives and considering Yemen as a case study. First, this research undertakes a general literature review. The literature review focuses on three areas in e-government: challenges, evaluation models and frameworks. For the challenges, reported challenges are collected for several Arab countries and other countries around the world. These challenges have been classified into multiple domains, namely technical, adoption, cultural, strategic and organizational approach. For the e-government evaluation, several proposed maturity and evaluation models are reviewed and United Nations (UN) e-government development index (EGDI) was selected. Since it provides a quantitative evaluation and covers all the countries of the world. EGDI model consist of three sub-indexes which are 2online services Index (OSI),3 human capital index 2(HCI) and 2Telecommunication Infrastructure Index (TCII)3. Multiple linear regression analysis reveals existing relation between: Adoption, strategic challenges with online services from one side and online services Index (OSI). Technical challenges and both TCII and HCI. from these results, it can be concluded the strategic and adoption are essential layers in our proposed framework. Literature review of existing e-government frameworks reveals in a layered architecture, having a number of common main layers such as access, E-government and organization layers; however they do not cover cultural and strategic issues
