Introduction of the study: The current study aimed to identify the reality of the role of community participation in the school reform of pre-university education in the light of local and global changes. The current pre-university education, then the school reform of pre-university education and its most important fields, then the community participation in school reform.
Study Methodology: The study used the descriptive method.
Study Limits: The study focused on developing a plan to develop the role of community participation in school reform for pre-university education in light of local and global changes.
The most important results of the study: The study reached the following results:
  The limited role of community participation in facing all problems in the various areas of school reform.
  The role of civil society institutions is limited to providing subsidies and assistance to the poor and needy.
  Inadequate legislation that regulates the work of civil society organizations towards education
  The lack of financial support provided by the government to these institutions to carry out their role.
  Weakness of human competencies in civil society institutions.
  Weak capabilities and equipment in civil society institutions.
Strategic Plan: Based on the findings of the theoretical study and the results of the field study, a strategic plan was reached to develop the role of community participation in school reform for pre-university education in light of local and global changes.
