Introduction of the study: The current study aimed to identify the reality of the role of community participation in the school reform of pre-university education in the light of local and global changes. The current pre-university education, then the school reform of pre-university education and its most important fields, then the community participation in school reform.
Study Methodology: The study used the descriptive method.
Study Limits: The study focused on developing a plan to develop the role of community participation in school reform for pre-university education in light of local and global changes.
The most important results of the study: The study reached the following results:
The limited role of community participation in facing all problems in the various areas of school reform.
The role of civil society institutions is limited to providing subsidies and assistance to the poor and needy.
Inadequate legislation that regulates the work of civil society organizations towards education
The lack of financial support provided by the government to these institutions to carry out their role.
Weakness of human competencies in civil society institutions.
Weak capabilities and equipment in civil society institutions.
Strategic Plan: Based on the findings of the theoretical study and the results of the field study, a strategic plan was reached to develop the role of community participation in school reform for pre-university education in light of local and global changes.
