Developing The Secondary Education Administration in the State of Kuwait in The light of The Institutional Distinction Approach Dissertation Abstract The main aim of the current research is to set a proposed perception for developing the secondary education administration in the State of Kuwait in light of the institutional excellence approach, In light of the nature of the subject and its aim, the current research uses the descriptive method in view of its appropriateness to the nature of this research, The current research resulted in several of the most important results:1.Institutional excellence helps achieve a set of different goals for the organization, the most important of which are: focus on perations management, educational risks and crises management, total quality management, opportunities and threats, knowledge and information management, communication and relations management with stakeholders, employee empowerment, and intellectual capital management. And management of creativity and innovation processes in the institution.2.Achieving institutional excellence helps educational institutions to strengthen their capabilities and multiple capabilities, as well as help them achieve superiority over other institutions that provide similar educational services at the local, regional and global levels.3.Among the most prominent obstacles facing the administration of secondary education in the State of Kuwait in light of the dimensions of institutional excellence, which were emphasized by the sample members are the following:Resistance to change from some school staff and their preference for traditional practices  istribution and dispersion of responsibilities among the levels and personnel of the school administration. Weak systems of accountability and accountability mechanisms for performance results within schools.Lack of material and moral incentives to support outstanding achievements and practices.
