The study aimed to identify the reality of primary education problems in the
New Valley Governorate, and to develop a proposed vision to overcome the
problems facing the student, teacher, and school administration in light of the
variables of the twenty-first century, and to achieve the goal of the study, the
researcher prepared a questionnaire consisting of (45) phrases, three
Dimensions, each demension contains (15) phrases, and the three axes are:
(Problems for elementary school students - problems for the teacher -
problems for school administration.) It was applied to 603 individuals from
primary school teachers and principals in the New Valley Governorate, and
they used the study the descriptive approach being more appropriate to the
nature of the study , The study found a set of results, the most important of
which areWeak participation of teachers in decision-making
