Abstract

Cairo is one of the most crowded cities in the world, thus its public transportation system is vital to transport people around the city, and the most important to move them in a safe and efficient way to meet their demands. Cairo Metro is one of the most important transportation system in Cairo, which transport more than 3 million passengers/day, in order to do that efficiently the current procedures implemented in metro should be compared to the procedures and standards used in EU countries and to propose areas of improvement as well. In this thesis, the current Metro situation of safety management system is going to be summarized in order to achieve the thesis purpose to support Cairo Metro in its endeavor to enhance its capacity. That will lead to decrease the number of annual accidents, incidents and even the near mess. In addition, the Improvement of safety system in Cairo Metro will be approached in order to facilitate its execution, and comparing with EU Safety Management System, starting from the current situation till the execution passing by all the necessary procedures to achieve the desired goal. Improving the safety culture of the workers as well as passengers will decrease the number of annual accidents. Finally, twinning project or technical assistance are two ways to achieve the desired target, there are set recommendations and considerations for guidance through the implementation of the target, which relies on technical and legal divisions, as well as clarifying the advantages and disadvantages of both twinning project and technical assistance
