Abstract The research endeavors to achieve a successful application of affordable housing delivery mechanisms in Egypt. It aims at proposing a framework of various mechanisms (planning, financial and management and control) that can assist the government in efficient affordable housing delivery in addition to delineating its priorities and prerequisites for application. The research hence focuses on deducing effectual mechanisms that were applied in international case studies through analyzing and comparing the applied mechanisms in light of the different economic, demographic and housing indicators in each of them. The research is conducted in four stages; the first stage adopts a descriptive approach as it includes a theoretical review of important definitions, a literature review of housing problem in Egypt and evolution of housing policies (chapter 1 and 2). The second stage follows an analytical method to study and analyze applied mechanisms in Egyptian and international experiences in low-income housing programs (chapter 2 and 3). The third stage follows a comparative method to compare applied mechanisms to deduce the most compatible mechanisms for Egypt, following Delphi’s approach to test results through 3 rounds of structured interviews (chapter4). The fourth stage comprises refining the results and the final proposed framework, mechanisms priorities, prerequisites and finally research recommendations (chapter5) |
