URBAN RESILIENCE incompatibility of urban design elements with the requirements of environment or safety of life. RISK MANAGEMENT is mandatory to prevent disasters thus humans should find ways to resist or to deal with them. xiv Promoting capacity build on neighborhood level aiming at disaster prevention, emergence aid & post-disaster reconstruction.
