The present study seeks to achieve the main objective of identifying the obstacles facing the local administration in Egypt in order to answer the main question: What are the obstacles facing the local administration in Egypt? The current study used in its interpretation of the theoretical method the theory of functional structure and bureaucratic theory, and finally the theory of scientific management, as well as the adoption of the study on the descriptive approach. The field study was applied to a sample of workers in the local administration in the council and city of Tami Al Amadid in Dakahlia Governorate using the case study tool, which is characterized by the presence of a large number of departments and departments affiliated with it, as well as local units affiliated to it. The researcher has encountered difficulties in applying the field study, including the fear of some members of the research sample from giving all the information and the reasons behind the administrative corruption and the problems experienced by the local municipalities for fear of any harm or harm inflicted on them by their bosses in the work. In detail, the study was divided into seven main chapters: Chapter I deals with the conceptual framework of the study. The second chapter is entitled Studies and previous research. The third chapter entitled The reality of the system of local administration in Egypt. While the fourth chapter deals with the effectiveness of local administration in local development. The fifth chapter discusses the constraints of local administration and administrative reform mechanisms. With regard to chapter VI, it was the methodological procedure of the study. Chapter Seven included the presentation and analysis of the results of the field study and the development of the proposed strategies. The study reached several results, the most important of which are: The results of the field study confirmed that the main problem that prevails in the localities, which generate many other problems, is the lack of resources and resources available to the local administration. The results of the field study confirmed that the biggest obstacles in strategic planning are the intense centralization of the planning and decision making process.
