The subject of ethical leadership has received a great attention in recent years by researchers, where ethical leadership affects the behavior of the organization through its effect on the behavior of his subordinates, achieving success in organizational performance as a whole. the ethical side of senior management and reflectes in the code. ethichs which employee must the adopt Innovation has become a vital tool to compete in this current thaetuahins business environment, Many researchers in this field also revealed that innovation is one of the tracks that aim to reach good opportunities to sustain growth and organizational performance. The studies also pointed to innovation as a key element to maintain the competitiveness and ensure the organization’s ability to meet future challenges. and, the innovation allows organizations to adapt itself to changes in the environment, the market and customers. Second : The prospective study: The researcher conducted a pilot study in order to forming a preliminary idea of the relationship between ethical leadership and organizational innovation to employees Directorate of Education in Al-Anbar province. where the researcher conducting personal interviews on a sample of managers and department heads and employees of various departments. In light of the findings of the prospective study, the research problem in the current study can be formulated, in this question: How effective ethical leadership in organizational innovation development of the employees? this key question can be formulated following sub-questions: 1.Is there a correlation between the ethical dimensions of leadership and organizational innovation to employees? 2.Is the ethical dimensions of leadership affect the dimensions of organizational innovation for employees? 3.Are the views of the employees in Department of Education varies about the ethical leadership and organizational innovation to employees?
