Cars manufacturing is considered as a rapid developing advanced engineering industry, which is from
its nature an axial industry, around which revolves a series of feeding industries in its various
industrial cycles- Therefor the progress in cars manufacturing in each country reflects its
industrial development, where its related industries are bound to a high degree of perfection
required by the product in itself - AS well as being the basic of a large industry contributing in
its turn in developing and diversification of national income in addition to creating well trained
skilled jobs opportunities.
A great number of developing countries has shown interest in car industry for realizing a change in
its economy framework and its development in many aspects. It is obvious to point out the
importance of manufacturing capital goods for developing countries, specially that capital goods
are always considered as a challenging plan in any economic development.
As for the economical importance of the car industry in national economics, it has realized a local
positive plus value (sector value for ”outgoing - ingoing”) through the period (1987 I 88 - 1997 I
98), which indicates primarily the economical and social positive implications of cars industry on
national economy through this period. Also its positive implication on national income, where the
results showed a positive net plus value (net positive local plus value setting aside foreign
transfers) through this period, knowing that the net national plus value in salaries
-which expresses the level of workers and the average workers’ wages employed in the sector of
cars industry- and the community excess (gains, taxes, profits, rents, insurance) which reflects
the way and the potentiality of this sector to ensure profits.
In the application prospect of the Gatt agreement, and its reflection on the Global economy
through regional conglomerations and commercial agreements, the World with its different Nations
has been transformed into one great Market , competing in manufactured products in
different countries, with no protection whatsoever but its ability to compete in offering a
product of high quality with a convenient price. Those changes has led to a different philosophy
in manufacture and its strategies, and an indication for change in evaluation of Industrial
activity of different countries, thus eliminating the proportional privilege factors
of raw material or workmanship or local closed markets as being an incentive of preference
between a product and another or as being the base for implementation and developing futurist
industries, but the base of evaluation became the potential of those industries to compete
in International Regional or Local Markets, and
