The right to freedom of expression of the pillars of the same democratic system states, man by nature needs to express itself, and freedom of opinion is the best way for this expression, it allows the individual to express his opinion in various political, economic, social and cultural fields, which contributes to form an opinion informed public is able to monitor those in charge of governance in a manner to prevent deviating, and lead to the benefit of society as a whole, so it was said, and the right to freedom of opinion and expression is an effective way to evaluate the community and expose all practices that violate rights and freedoms, and perhaps that is why the United Nations declare that this freedom of human rights by the international organization dedicated to protection and promotion.Nevertheless, we find international human rights law did not leave this right upon its release, but credited a series of restrictions, so as to protect public order, public health, public morality and national security and the rights and freedoms of others, as most states took the idea of passport restrict this right so that the Universal Declaration went to the inadmissibility The exercise of this right are contrary to the purposes and principles of the United Nations.Do not exaggerate when we say, that the right to freedom of expression, comes at the forefront of human rights and other freedoms, because the man who can not speak or express opinions freelyThus, the study came in two classes according to the plan are as follows: In the first chapter the study dealt with the concept of the right to freedom of expression and its historical development and Tksmt into two sections , the first section came under the concept of the right to freedom of expression , and in the second part, been the historical development of the right to freedom of expression.
